Bexar County Texas: A woman was arrested after a 911 call lead to a horrific discovery. Deputies rescued 8 children from a home in the 8100 block of Chipping in the North East part of the county. A concerned neighbor called the police after hearing children crying for several hours. The neighbor believed the sound was coming from the back yard. When the police arrived they saw a toddler chained to the ground and another tied up with a dog leash:

Once inside the home the deputies found 6 more children ranging from 10 months to 13 years old. All 6 were also neglected. Porucha Phillips (34) was arrested. She is believed to be responsible for the care of the two children found outside however police have still not located the parents. Phillips is facing charges of injury to a child by omission with serious bodily harm and injury to a child by omission with bodily injury.
The parents of the children found inside the house were taken into police custody for questioning when they returned Friday. They are not the parents of the children found tied up outside. So far no charges have been filed against them.
